** GLMA Legislative Update **
This afternoon HB 455 – legislation that would extend the contract deadline from April 15th to May 15th – failed to pass out of the Senate Education Committee.
Rep. Jay Neal (R – LaFayette) presented the bill after Chairman Dan Weber (R – Dunwoody) stated that the committee would vote today on a committee substitute that would have extended the contract deadline to May 15th for this year and next year (original bill was only for this year).
GAE President, Jeff Hubbard, testified against the bill, stating that the legislation would make it difficult for teachers/employees not receiving a contract by the new deadline to secure another position for the 09-10 school year.
A GSBA representative testified in support of the bill, noting it would provide needed flexibility to school systems waiting on the FY 10 budget to determine what funds would be available for contracts.
There appeared to be some confusion over the vote in the committee meeting. The Chair had to call for a vote three times before it was final. The bill died in committee with a vote of 4 to 3. Senator Eric Johnson (R – Savannah) was one of the committee members who voted against passage of the bill.
